High rise residential building safety information
A High Rise Residential Building (HRRB) is defined in the Building Safety Act 2022 as a residential building in England that is at least 18 metres tall or has seven or more storeys and contains at least two homes (such as flats or apartments). These buildings are subject to additional safety requirements and oversight by the Building Safety Regulator to help ensure that fire and structural risks are properly managed and residents are kept safe.
All building owners and landlords of HRRBs, including Anchor, must do more than routine management. We’re legally responsible for actively identifying, assessing and managing fire and structural safety risks throughout the building. We must register the building with the Building Safety Regulator, maintain a detailed “safety case” explaining how risks are controlled, and keep a secure, up‑to‑date digital record of building information known as the “golden thread.” We're also required to share safety information with those residents living in the building, involve them in decisions through a resident engagement strategy, and provide clear ways to raise concerns. These duties are ongoing, and failure to comply can lead to enforcement action.

Safety information for residents about our HRRBs
Fire Risk Assessments
Fire Risk Assessments (FRAs) are a legal requirement under the Regulatory Reform (Fire Safety) Order 2005 (FSO) for certain types of building and play a crucial role in ensuring that effective fire prevention and protection measures are in place to keep people and property safe.
A FRA is a comprehensive evaluation of a building aimed at:
- Identifying all individuals who use or occupy the premises.
- Detecting potential fire hazards and assessing the level of risk they pose to those individuals.
- Reviewing existing fire safety measures and evaluating how effectively they protect building users.
- Recommending appropriate actions to enhance or introduce measures that reduce fire risk.
- Outlining steps to minimise fire hazards, identifying who could be harmed, and explaining how harm could occur.
Anchor carries out annual FRAs at all of our HRRBs. They are displayed on notice boards within communal areas onsite and published below as well as on a dedicated FRA page of this website.

Resident Engagement Strategies
It is also a legal requirement that we have in place a Resident Engagement Strategy for each HRRB setting out how Anchor will communicate with and involve residents in building safety matters. This ensures you are provided with clear, accessible information about risks and safety measures, and gives you opportunities to participate in decisions, raise concerns, and provide feedback.
The strategy must also include simple processes for reporting safety issues and making complaints, helping to ensure that residents’ voices are heard and that building safety is managed transparently and collaboratively.
