How we invest in our homes

At Anchor, we want people to live in safe, warm, comfortable and well-maintained homes.

We take a long-term approach to looking after our properties. We use information about the condition of our homes, resident feedback, safety requirements and future investment needs to decide where and when improvements are needed.

As a not-for-profit organisation, any surplus we generate is reinvested into our homes and services for the benefit of current and future residents.

How we understand our homes

Good investment decisions start with good information.

We carry out stock condition surveys on a rolling basis to assess the condition of our homes and communal areas and maintain records about key building components, such as roofs, windows, kitchens, bathrooms, heating systems and electrical systems. We also hold information about safety, energy performance and the maintenance history of our homes.

This information helps us:

  • Understand the current condition of our homes.
  • Identify when building components may need replacing.
  • Monitor compliance with safety and quality requirements.
  • Plan future investment programmes.
  • Make decisions based on evidence rather than assumptions.

How we prioritise investment

We use a range of information when deciding which works should take place and when, including;

  • Resident health and safety.
  • Regulatory and legal requirements.
  • The condition of homes and building components.
  • Repairs and maintenance trends.
  • Resident feedback and complaints.
  • Energy performance and affordability.
  • The long-term financial and environmental sustainability of our homes.

Works required to maintain safety and compliance are prioritised first.

We then use wider information about condition, performance and resident needs to develop investment plans that support the long-term quality of our homes.

Meeting quality and safety standards

We monitor our homes against the standards and requirements that apply to us as a housing provider. This includes:

  • The Decent Homes Standard which covers home quality and health and safety hazards.
  • Building safety.
  • Fire safety.
  • Gas, electrical, water and lift safety.
  • Damp and mould.
  • Energy performance.

Where issues are identified, we use our repairs, compliance and investment programmes to address them and improve the homes we provide. We also look forwards to changing standards and develop plans to meet them.

Planning for the future

Investment planning is not just about today's priorities. We also consider long-term needs, including changing regulations, the needs of older people, climate change, energy efficiency and the future performance of our homes.

We maintain long-term investment forecasts which help us understand future requirements and support financial planning. These forecasts are reviewed regularly and updated when new information becomes available.

Listening to residents

Resident feedback plays an important role in shaping our planned programmes, approach to delivery, and investment decisions.

We gather insight through resident involvement groups, surveys, complaints, feedback and engagement activities. We use this information alongside technical data to help inform priorities and improve the services we provide.

Where practical, we involve residents in discussions about planned improvements and we always provide residents with information about proposed works at their home, and work with residents to support residents with works that are delivered. 

Making the best use of our resources

We regularly review how our homes and locations are performing to help ensure we are investing in the right places and making the best use of our resources. As part of this process, we consider factors such as the condition and quality of homes, resident needs, demand, energy performance, future investment requirements and long-term sustainability.

This helps us make informed decisions about future investment and ensure resources are focused where they deliver the greatest benefit for residents and communities.

Where a location needs significant investment or no longer meets current or future needs, we may undertake a detailed options appraisal. This helps us consider a range of possibilities, which could include further investment, remodelling, redevelopment, a change of use, transfer to another provider or, in some circumstances, disposal. 

Decisions are made on a case-by-case basis and take account of resident impact, value for money, long-term viability and our aim to provide high-quality homes for older people. Where proposals affect residents, we are committed to providing information, listening to feedback and consulting in line with our regulatory responsibilities

Oversight and assurance

Our approach to asset management is supported by governance, performance monitoring and assurance processes.

We monitor performance, maintain records and undertake checks to help ensure decisions are based on accurate information and that investment plans remain aligned with resident needs, regulatory requirements and organisational priorities.
