Making the move to Pemberley Place

Choosing a retirement property is a big decision, and to ensure the process of choosing your new home and moving to Pemberley Place is as easy as possible, Anchor have compiled the following helpful information for new residents.

Tenure Type

At Pemberley Place there are 43 of the 72 properties available on a shared ownership basis, with shares starting from as low as 25% up to a maximum of 75% ownership. A 2.75% rent is payable on any unsold equity.
As a leaseholder, you own the apartment, but not the land it stands on. The land remains owned by the landlord in this case, Anchor Hanover Group.

Lease Term

All of the leases at Pemberley Place are for 990 years. The start date for each lease will start on the date of property completion. This will be confirmed within your lease. 

Cost of moving into Pemberley Place

Reservation and deposit

£500 reservation fee (on cancellation prior to exchange of contracts this is refundable less reasonable administration costs).10% of the purchase price is payable on exchange.
Customers will also need to budget for Stamp Duty, and their own legal fees and moving costs.

Ongoing charges while living at Pemberley Place

Service charge

• 1 bed = £102.71 per week 
• 2 bed = £125.54 per week

All residents pay a contribution to the running costs of the facilities, support services and maintenance of the building and grounds which is known as the ‘service charge’. The service charge is divided into a number of components. These cover the costs of items as detailed below. The service charge account is raised in advance and is split equally between all of the apartments/houses. You will only be responsible for your own proportion of the service charge for your apartment as Anchor will be responsible for the service charge payable on any unsold apartments. For the avoidance of doubt you are still responsible for the service charge even if your property becomes vacant and is in the process of being sold.

At the beginning of each financial year, the anticipated cost of running the Estate is calculated and put forward in the service charge budget. Future budgets are prepared for review by the residents. Residents receive one month’s advance notice of the new charges.

The service charge is reviewed annually and changes to the service charge take affect from the 1st April. The charges are collected in advance, through monthly direct debit.

Component Elements of the Service Charge

The Main Elements of your Service Charge include:

The Management Team
The Location Manager, and support staff are responsible for the day to day running of Pemberley Place and all its amenities. The management team on site are supported by central teams based in our support hub and head office.
A management fee covers the costs of the services provided to the apartments centrally by Anchor. The services provided include HR, IT, finance and customer service centre. 

Gardens and Grounds
There will be places to relax and unwind in the gardens. Anchor will organise gardener(s) to tend them and also look after the paths and walkways to make sure they are free of trip hazards.

Communal Areas, Electricity, Gas and Water
The heating, lighting and use of water in the communal areas and gardens are metered by the respective utility companies and these costs are collected by your service charge contributions. 

As a resident you are responsible for your own utility bills and council tax. For electric you should organise this with your relevant electricity provider. For hot water and heat you will be metered separately and billed for your consumption and standing charge by Sycous, on a monthly basis, to be paid by direct debit. As detailed in your lease, upon completion of your property sale you will enter into a Heat Supply Agreement with Anchor. 

Our appointed metering and billing agent Sycous will send you a statement of cost and usage for the supply of heat and hot water to your home on a monthly basis. They will take payments and provide you with support whenever you need help. A copy of the heat supply agreement is available on request.

24-Hour On-call Response
Your apartment is equipped with an emergency call system. During times when there is no Anchor presence on site the calls are directed to Anchor On Call.

Telephone, Television and Wi-Fi
There is Wi-Fi in the communal areas for you to access. You have an option to choose your own phone provider and if you want internet in your apartment will need to purchase this separately from an internet provider.

TV – we provide standard Freeview channels and the property is wired for Sky Plus. If you want Sky Plus you will need to subscribe directly with a provider. 

The Bistro
The Bistro has its own catering team and the various catering facilities are for use by all residents and their guests. The Bistro will open 5 days per week and you will have access to food and drink from the Smart fridges 24 hours a day.

Wellbeing Service 
Our Be Well 360 service at Pemberley Place is an inclusive and holistic programme that supports people to live a healthy, active and connected lifestyle. The program will promote and enhance the quality of life for residents by identifying individual needs and creating programs around those needs, offering the knowledge. tools and opportunities to promote physical, mental and social wellbeing; and serving as a community focal point.

Insurance, Maintenance and Repair Contracts
We arrange for any external maintenance to your apartment and its facilities, and provide insurance for all the buildings. Customers need to make their own arrangements for contents insurance. The service charge also includes a regular window cleaning service. Repair and service contracts for lifts, central kitchen equipment and other plant and equipment are in place and all necessary checks are carried out as required to comply with Anchor’s legislative service requirements. 

The service charge includes a payment to a third party towards the maintenance, repair and any works required to the access road, services, street lighting and garden areas of the surrounding estate.

Night time Reassurance Service 

This service is provided by an independent CQC regulated specialist contractor called 'Way Ahead' for an initial 3-year period starting on 1 September 2023. After this initial period, we shall assess the usage and financial viability of the service. It covers a wide range of assistance for residents, including a night-time support and re-assurance service, assistance with accessing emergency help and a settle and welcome service for residents following a hospital discharge. Full details of this service are available on request. 

This reassurance service is charged separately to the service charge under your lease. Leaseholders are required to enter into a separate agreement in relation to its provision. The current charge for this service is £31.31 per week.

Other costs at Pemberley Place

Utility charges

As a resident you are responsible for paying your own utility bills. For the supply of heating and hot water, you will be metered separately and billed for your consumption and standing charges. Anchor Hanover have appointed Sycous to act as our metering and billing agent. Electricity is supplied directly to the property and you can arrange for the provider of your choice to supply this, you will be billed directly from the utility provider.

Council Tax

You are responsible for your own council tax. 
Council tax bands: Band C for 1 bed apartments and Band D for 2 bed apartments.

Car parking

There are car parking spaces available at Pemberley Place under a permit agreement. Only one permit per apartment can be issued. The permit is renewable every 12 months. A number of restrictions apply, please speak to a member of the sales team.

Scooter Storage

At Pemberley Place we have the facility to safely store your mobility scooter if required. This service is charged at £50 per year. Please speak to a member of the sales team

Charges when selling the property

Sale Transition and Administration fee and Sellers/Purchasers information pack

This covers the cost of dealing with the sale or resale of a property and the associated legal aspects. There may be other costs associated with additional solicitor enquiries that you will be made aware of when applicable. The Sales Transition and Administration Fee is £264 including VAT and the Sellers and Purchasers Information pack is £240 including VAT.

Deferred Management Fund

We collect an amount for major repairs and refurbishment (known as a reserve fund or sinking fund) in two ways at Pemberley Place. Part is collected via your monthly service charge and part is collected via a deferred management fund. The deferred management fund builds up over time and is available to meet the cost of major repairs and refurbishment works. If funds were not collected in this way, the service charge would increase substantially. 

The amount in the deferred management fund may vary from time to time and we can give no guarantee that there will be sufficient funds to meet all of the costs of any work which may need to be done. Where there are not sufficient funds in the fund the difference will be collected as an addition to the service charge.

Your contribution to the deferred management fund will be 0.30% of the full 100% market value of your apartment for each year of occupation, up to a maximum of 15 years.

For example, if you purchased a 75% share for £225,000 and sold this 3 years later the deferred fee would be calculated as follows: £225,000 represented 75% of the Market Value so the 100% Market Value was £300,000

100% market value x 0.3% deferred management fee x 3 Years
£300,000 x 0.003 x 3 = £2,700

In order to ascertain what works will be required at Pemberley Place, Anchor’s property team carries out regular stock condition surveys. 

Subletting and criteria for occupation 

Leaseholders are not permitted to sublet their properties.

Restrictions on selling your property 

There are no Anchor applied restrictions when it comes to selling your property, so long as the criteria for occupation are met.

Anchor has a pre-emptive right to buy back the property at an asking price which is agreed upon by both parties. This means that sellers are required to provide Anchor with the opportunity to buy back the property before placing this for sale on the open market.
