Having a lodger in your Anchor home
We know that sometimes you may wish to have someone share your home - for companionship, extra support, or to help with household costs.
Our lodger policy is designed to keep you safe and informed, making sure any arrangement works for you, your neighbours, and the wider community.

What is a lodger?
A lodger is someone who lives with you in your home (but does not have exclusive use of any part of the property, except their bedroom) while you remain living there as the tenant. They’ll usually share common areas with you like the kitchen, living room or bathroom.
Why do Anchor have a lodgers policy?
The lodger policy is in place to help you understand your rights and responsibilities if you’re thinking about inviting someone to live with you. By following a clear process, we make sure that your home and tenancy stay secure, that there is no risk of overcrowding, and that everyone living in Anchor homes can feel comfortable and respected.
Can I have a lodger?
Most tenants in our rented homes can apply to have a lodger, unless your tenancy agreement says otherwise, or you live in specifically designated scheme with additional restrictions, in which case you may not be allowed to take in a lodger. Leaseholders and shared owners have different rights so always check your lease and ask us if you’re unsure.
What criteria must be met to have a lodger?
- Written permission: You must get Anchor’s written permission before a lodger moves in – we won’t unreasonably withhold our permission. You’ll also need to tell us their details and how long they’ll be staying.
- No overcrowding: Your home mustn’t become overcrowded or breach health and safety standards.
- No subletting: Lodgers can only rent a room - they can’t take over all or part of your tenancy, and you must remain living at the address.
- No impact on tenancy: Having a lodger shouldn’t breach your tenancy conditions or cause nuisance to neighbours.
- Benefits and tax: You’re responsible for checking how taking in a lodger could affect your benefits or council tax.
